Heilbron and Phiritona are set for a major local government shake-up, with the towns and affected surrounding farming areas due to become part of Metsimaholo Local Municipality following the 4 November 2026 Local Government Elections.
The change will redraw the municipal map of the Fezile Dabi District in the Free State, transferring the affected areas from Ngwathe Local Municipality to Metsimaholo, which includes Sasolburg, Deneysville, Oranjeville, Viljoensdrift and surrounding farming communities.
The incorporation follows the re-determination of municipal outer boundaries, with the new configuration scheduled to take effect in line with the upcoming local government elections. The polls will therefore coincide with a significant administrative change for thousands of residents whose municipal governance arrangements are set to change.
Preparations for the incorporation are already under way, with officials from both municipalities working through dedicated technical and administrative workstreams to coordinate the transition.
The process is overseen by the Department of Cooperative Governance and Traditional Affairs through Dr Solly Motingoe, in collaboration with Ngwathe Municipal Manager Dr Futhuli Mothamaha and Metsimaholo Municipal Manager Basi Motloung, alongside their respective management teams.
The workstreams are addressing key issues, including municipal systems, human resources, assets, records, infrastructure, planning processes and service-delivery responsibilities. The aim is to ensure that the boundary changes are implemented in an orderly and coordinated manner without unnecessarily disrupting services to affected communities.
For residents of Heilbron, Phiritona and surrounding farming areas, the transition raises practical questions about municipal billing, service payments, infrastructure maintenance, municipal offices, community facilities and ward arrangements.
These matters form part of the transition planning, with continuity of essential services identified as a key consideration. Residents will also need clear information about how municipal responsibilities will be allocated and how the new administrative arrangements will operate after the elections.
Effective communication is expected to play a central role in the process. Both municipalities recognise the importance of keeping residents and other stakeholders informed about developments, implementation timelines and the practical implications of the boundary changes.
The cooperation between Ngwathe and Metsimaholo is intended to identify potential challenges in advance, coordinate administrative preparations and place the interests of affected communities at the centre of the transition.
For Heilbron and Phiritona, the change will mark a new chapter in their local government history, bringing the communities under Metsimaholo alongside Sasolburg, Deneysville, Oranjeville, Viljoensdrift and surrounding areas.
The municipalities have reiterated their commitment to an orderly, transparent and coordinated transition, with further information expected through official communication channels as preparations progress.
With the 4 November elections approaching, the focus is now on ensuring that the new municipal configuration is implemented responsibly, residents understand what the changes mean for them, and essential municipal services remain on track.
